Chief Investigation Adviser(Former Chief Investigation Officer at UN, Interpol & CBI Govt. of India)An Introduction
As an Indian Police Service (IPS) officer, Harjit Sandhu served as Police Chief in two insurgency affected districts of Manipur and was also a Commanding Officer of an armed Manipur Rifles Battalion engaged with counter-insurgency operations. He also served as Superintendent of Police in the Central Bureau of Investigation and investigated many high profile and sensitive cases.
At international level, he had senior level assignments with Interpol, UN Security Council, UN-International Criminal Tribunal for Former Yugoslavia, Special Tribunal for Lebanon and United Nations World Food Programme.
As Expert, Coordinator and Spokesperson for five Panels of Experts for UN Security Council in pursuance of resolutions 1306, 1343, 1395 and 1407 and 1408 relating to Sierra Leone, Liberia and Somalia, in addition to steering teams of international experts monitoring cases of UN sanctions and global arms trafficking networks, he served as a principal liaison with diplomatic missions of most of the countries in Europe, Asia, Middle East, Africa and the American region and negotiated, recommended and established working agreements and procedures with governmental officials, NGOs and diplomatic missions.
Over the years, he has also provided services as an independent expert to UN Counter-Terrorism Committee, UN Office on Drugs and Crime Prevention, Organisation for Security and Cooperation in Europe (OSCE), Serious Organised Crime Agency (SOCA) and Commonwealth Secretariat. Report prepared by Harjit jointly with US agency Financial Crimes Enforcement Network (FinCEN) on “Hawala and Money Laundering” in 2000 has been used by law enforcement agencies all over the world.
He has delivered training at national and international level to Bankers, Police officers, Educational Institutes and Judiciary in areas of financial crimes, anti-fraud and anti-corruption, money laundering, financing of terrorism, war crimes & crimes against humanity, intelligence gathering and other miscellaneous law enforcement subjects. He has also assisted several national, regional and international organisations in capacity building and in preparing their training manuals.
Mr Sandhu is recipient of President’s Police Medal for Meritorious services, Special Duty Medal for service in conflict areas, International Peace and Justice Medal, several other commendations at individual level as well as an Organisational Nobel Peace Prize.
